Rural Collector / Farm-to-Market Road (COL-FTM-02)
Applicable to low-volume rural or exurban roads where paving costs exceed the practical benefit of a paved surface for the traffic actually using it. Not applicable to any corridor carrying meaningful through-traffic volume, transit service, or bicycle commuting demand, all of which benefit materially from a paved surface.
Minnesota's GreenStep Cities program lists retention of a gravel road, or conversion of a paved road to gravel, as a traffic-calming and financial best practice for appropriate low-volume roads.1
This strategy sits differently on the construction spectrum than most others in this catalog: it moves toward less permanent infrastructure rather than more, and doesn't have a meaningful demonstration or pilot stage in the usual sense.
