#Why this pattern exists
Active rail lines impose constraints (crossing safety, minimum setbacks, noise, at-grade conflict points) that do not apply to a corridor without a rail neighbor, and rail-with-trail is a well-documented category in its own right because the failure modes (unsafe informal crossings, inadequate setback, conflict at grade crossings) are specific and recurring enough to need a dedicated pattern rather than general guidance.
