A collector-scale street running through a dense downtown or town-center context, carrying meaningful through-traffic volume while also serving frequent pedestrian activity, on-street parking, and ground-floor commercial frontage along its length.

#Why this pattern exists

Distinct from Main Street (a Local-scale pattern built around slow speeds and retail-frontage priority) and from default Collector (which does not assume a downtown context), Downtown Thoroughfare addresses the specific tension of moving a meaningful volume of through-traffic while still supporting the pedestrian activity, frequent crossings, and access needs of a dense commercial core. This is a recognized NACTO street type distinct from both Main Street and a conventional suburban collector.

Balances through-movement with pedestrian priority differently than either Main Street (slower, retail-first) or default Collector (less pedestrian-dense context)
On-street parking is typically retained here (unlike the Arterial no-parking rule), since Collector classification does not carry that restriction
