A collector-scale street running through a dense downtown or town-center context, carrying meaningful through-traffic volume while also serving frequent pedestrian activity, on-street parking, and ground-floor commercial frontage along its length.

Follows the Collector base order without an override. The downtown context sharpens the pedestrian emphasis in the design treatment without changing which mode ranks first, since Pedestrian is already first in the Collector base order.

#Design notes

Distinct from Main Street (LOC-MST-05), a Local-scale, slower, retail-frontage-first pattern, and from Default Collector (COL-DEF-01), which doesn't assume a downtown context, Downtown Thoroughfare balances meaningful through-traffic volume against the frequent pedestrian activity, crossings, and access needs of a dense commercial core. This is a recognized NACTO street type distinct from both.1 On-street parking is typically retained here, unlike the Arterial no-parking rule, since Collector classification carries no such restriction. Crossing frequency and intersection treatment should prioritize pedestrian activity given the downtown context, even while accommodating through-traffic volume.
